Drivers in Singapore are governed by the Road Traffic Act.

And in a particular section of the Act (S. 65B), drivers are warned against using using telecommunication equipment whilst driving. Reading the Act carefully, you will notice 3 conditions (I hope I’m right) that must be fulfilled before you can be charged with driving while using a mobile telephone.

- (ONE) Holding a mobile telephone with one hand while…
- (TWO) Communicating with any person
- (THREE) “While the motor vehicle is in motion”
However, do note that this section is labelled 65B – note the ‘B’. Scroll up a little to Section 65, and you will see that you can still be charged with driving with due care or reasonable consideration even if you do not ‘fulfil’ all three conditions in the Act. 65B is a more detailed, less vague subsection to the more general, over-arcing statement in 65.

Also, there are so many drivers who openly flout these rules by happily chatting on their phones while driving along Singapore’s expressways. Especially, those lorry drivers and drivers of heavy vehicles, talk talk talk, talk on the phone like free and happy like that. Speed, road hog, talk on the phone, Traffic Police needs to do something about these inconsiderate (and potentially dangerous) behaviours.
